This program provides funding for zero-emission port equipment and infrastructure, as well as climate and air quality planning at national ports. 

 

Eligible project costs include the purchase and deployment of new eligible battery-electric or hydrogen fuel cell vehicles, vessels, powertrains, and other mobile equipment that directly serve a port

Active Transportation Infrastructure Investment Program (ATIIP)

Federal Highway Administration

Grant funding to construct projects that will provide safe and connected active transportation facilities in active transportation networks or active transportation spines through Planning and Design grants or Construction grants. 

$45M in available funding; at least $3M set aside for Planning and Design grants.

Projects that reduce pollution, increase community climate resilience, and build community capacity to address environmental and climate justice challenges. 

 

The program utilizes three strategies to accomplish its goals. Within Strategy 2, eligible activities include the purchase, lease, or contract for the use of zero-emission vehicles for community car sharing, vanpooling, ride-sharing, and related mobility options.

Charging and Fueling Infrastructure

Federal Highway Administration Grants to for electric vehicle (EV) charging infrastructure in publicly accessible locations, including downtown areas and local neighborhoods, particularly in underserved and disadvantaged communities.  $2.5B over 5 years; 2022-23 funding round provided $700M. Previous NOFO was open March-June 2023. 
Trucks at ports Reduction of Truck Emissions at Port Facilities Federal Highway Administration Grants to reduce port-related emissions from idling trucks, including through port operations efficiency improvements. Latest funding round was for $160M, which was for FY22 and FY23. Previous NOFO was open April-July 2023. 
School buses Clean School Bus Rebates Program Environmental Protection Agency Grants to replace existing school buses with clean and zero-emission buses $5B, $500M provided in FY23 funding round; last funding round was open May-August 2023.
Vehicles with a diesel engine  Diesel Emissions Reduction Act (DERA) Environmental Protection Agency Grants to accelerate the upgrade, retrofit, and turnover of diesel-powered vehicles at ports, airports, rail yards, and other goods movement facilities. Last funding round was for $115 million for FY22 and FY23; previous NOFO was open August-December 2023.
