The Clean Water State Revolving Fund (CWSRF) provides financing to support a variety of water quality projects, including for wastewater, stormwater, and water reuse. Funding generally takes the form of low-interest loans that cities can access through the agency that administers the program in their state. The Environmental Protection Agency (EPA) maintains a list of state contacts for the CWSRF program.
The Drinking Water State Revolving Fund (DWSRF) operates with a similar structure and funds projects like lead pipe replacement, water supply improvements, or water supply treatment. DWSRF state contacts are also listed on the EPA website. The Council of Infrastructure Financing Agencies maintains a website with financial information (e.g., interest rates and loan terms) for State Revolving Fund (SRF) programs in each state.
In May of 2025, the EPA sent directors of each state’s water division a memorandum explaining expectations for complying with the current administration’s policies. The memo communicated that states no longer have to comply with policies implemented by the previous administration related to climate change and environmental justice, but that statutory requirements–such as those for communities eligible for additional subsidies and for directing funds to highest priority communities first–still apply.
Each state administers its SRF programs slightly differently, but since they all have to comply with the underlying federal statute there are many commonalities. Nearly all states require local governments or utilities to submit a preliminary application in order to be considered for the state’s Project Priority List (PPL). The PPL is then scored or ranked by the state and used to create an Intended Use Plan (IUP), a list of projects that the state plans to finance in the upcoming year.
States have varying timelines for updating their PPLs and IUPs, sometimes aligned with their fiscal year calendar or the meeting cadence of their state water board. - Although the District of Columbia is defined as a State for the purposes of these programs, the Environmental Protection Agency (EPA) exempts the District from establishing a State Revolving Fund program
- EPA provides the District’s Federal funds allotment in the form of grants, where the District of Columbia Water and Sewer Authority (DC Water) is the grantee for project grants while the DC Department of Energy & Environment (DOEE) and its agent, the U.S. Army Corps of Engineers Office at Blue Plains, can receive funds for oversight and management of these projects.

- A Funding Nomination Form (FNF) and approved Project Plan must be submitted on or before March 31st for the upcoming state FY (this form qualifies applicants to be included in the upcoming FY’s PPL and IUP)
- All projects that submit an FNF by March 31st of the prior FY will be added to the PPL, but only projects with approved planning and a construction start date on or before March 31st of the project FY will be scored and considered for the IFL
- Once a project is on the IFL, formal loan applications should be completed and loan agreements should be finalized finalized
- Project construction can also begin once the IFL is announced
- The IFL period runs from July 1st to December 31st, during this period:
- IUPs are submitted by Illinois EPA to the USEPA before the start of the FY
- IFL projects have money held for them for the first half of the FY (until December 31st) if they remain on schedule

- A Letter of Intent;
- A Resolution (for first-time applicants);
- Louisiana DWRLF Project Priority Worksheet;
- The Water System’s most recent financial statement or audit report; and
- If submitting a “Consolidation Initiative ” project application, the following must be addressed:
- A Resolution from both parties regarding the proposed consolidation (submitted with the applications);
- A Buy/Sell Agreement (submitted prior to loan closing); and
- Provide a “Priority Criteria Worksheet” for all water systems involved.
- As part of this application process, a Louisiana Water/Wastewater Joint Funding Committee (LWWJFC) Intent to File Application Form (instructions) must also be submitted
- The LWWJFC reviews these applications monthly
- After the Intent to File and Application Package has been submitted, in order to be included on the Fundable List, a subset of the Comprehensive Priority List that includes the projects that have the highest priority ranking and which show a readiness to proceed (by completing all the loan pre-closing requirements), applicants must submit the following:
